Chengdu Environmental Investment Group Co., Ltd.

On the afternoon of June 21, Li Benwen, Chairman and Secretary of the CPC Committee of Chengdu Environment Group (“CEG” for short) accompanied Shao Libo, President of the Sichuan Branch of the China Development Bank (CDB) and other people on a field trip to such projects as Chengdu Huaizhou New Town Investment Promotion Centre, Utility Tunnel Demonstration Section, Yangxi Lake Wetland Park.

After the inspection, the two sides held discussions on the proposed cooperation project, cooperation mode and strategic framework agreement. Attendees included Liu Lang, Deputy General Manager of CEG, Lei Mingwen, General Manager of Chengdu Tuojiang Investment and Construction Co., Ltd., Xiao Mingzheng, Deputy President of the Sichuan Branch of CDB, and Zhang Limei, Director of Customer Division IV of the Sichuan Branch of CDB.

At the symposium, Zhang Weicheng, Chairman of Chengdu Tuojiang Investment and Construction Co., Ltd., gave a comprehensive introduction to the strategic significance of building the development axis of Tuojiang River on the east side of Longquan Mountain and the progress of related work. He combed the basic situation of the company’s planned cooperation projects with CDB, including 29 projects of ecological environment management, infrastructure construction, management and other aspects, with an investment of nearly RMB 20 billion.

Li Benwen introduced:

　　CEG will seize the development opportunity of the Yangtze River Economic Belt and carry out comprehensive, extensive and in-depth strategic cooperation with the Sichuan Branch of CDB in the fields of ecological protection and environmental protection in Tuojiang River Basin. The cooperation covers such fields as reservoir construction, “11+2” (Chengdu’ new scope of central urban area including 11 administrative district and CDHT & Tianfu New Area) water supply and drainage integration, utility tunnel, eastern new town construction, and solid waste treatment. The two sides will jointly consider a new framework for “large-scale” strategic cooperation so as to create together a characteristic water culture of “thriving and booming based on water resource”.

　　Shao Libo said that the environmental protection projects of CEG were fully in conformity with CDB’s support direction and highly consistent with policies of the Head Office. CDB is willing to work with CEG to jointly calculate and actively push forward existing projects as well as negotiating a rolling financing plan for 3 to 5 years with CEG’s recent projects as the core and mature projects as the starting point.
